Implementation of Local Agenda 21 in the Czech Republic. Case Study of Prague, Prague 10, Prague 14 and Chrudim
Bahenský, Martin ; Jüptner, Petr (advisor) ; Bubeníček, Václav (referee)
The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. The paper also directly identifies some of the institutional shortcomings of the LA21 method as it is set up today by the LA21 Working Group of the Government Council for Sustainable Development based on the principles of the United Nations global initiative from 1992. Civic participation in Prague 10 city district - perspectives of key stakeholders
Ferjenčíková, Kristýna ; Moree, Dana (advisor) ; Pospíšilová, Tereza (referee)
Civil participation is on the rise. In the district of Prague 10, it is also gaining more and more importance - at least in the field of public spaces and their restoration or transformation. In this part of Prague, thanks to civil participation, many different groups of key stakeholders such as civil servants, active citizens, and politicians meet. The main part of the thesis, thus is comprised by qualitative research based on in-depth interviews with these stakeholders. The author tries to find answers to her questions as regards the perception of civil participation by the stakeholdres themselves, as regards the role individual groups are attributed and what is the role of (lack of) trust in the process of participation. As the research shows, in this particular district, there is a wide array of obstacles the process faces. At the same time, it bears a great potential and promises of a much brighter future. In the final part of the thesis, suggestions as to further research are presented and the results are put within the context of the current research and academic writing. Elements of Deliberative Democracy in the Czech Republic: A Case Study of Participatory Budgeting in Municipal District of Prague 10
Šmerdová, Vladimíra ; Masopustová, Ilona (advisor) ; Jüptner, Petr (referee)
This thesis lies in an analysis of a participative budget realization at the Prague 10 municipal district in a context of deliberative democracy. This is a case study stemming from a qualitative research based on an analysis of key documents and semi- structured interviews. Deliberative and participatory democracy - whose features are the crucial elements in a participatory budgeting process - serve as a theoretical basis of this thesis. In the empirical part the thesis focuses on causes of the participatory budgeting implementation and the laid down methodology approved by the Prague 10 municipal assembly in June 2015. Neither rules for proposal submissions nor the time schedule of the process are omitted. The thesis deals with different phases and the future outlook as well. An integral part of the thesis is the analysis of the actors who played key roles in the process. Apart from the case study the thesis maps the use of the participatory budgeting both abroad and in other Czech towns and cities.

Fučíková, Simona ; Langhamrová, Jitka (advisor) ; Kleňhová, Michaela (referee)
The object of the thesis is to assess, how changes in the number of live births, namely drop in the 90' of the 20th century, affecting the number of students entering the first classes in public elementary schools in Prague 10. Furthermore, the thesis focuses on, whether the number of live births affects the number of students leaving the high school or conservatory in 5th and 7th year and whether leaving more girls or boys. The thesis consists of two main parts. First part deals with the development of Czech primary education, especially after 1989. There is also a characteristic of the area of Prague 10 together with each of primary schools, for which the analysis is performed. The second part begins with a description of development in birth-rates and in the primary education in the Czech Republic as a whole and then in Prague 10. First analysis focuses on the relationship between the number of live births and the number of students entering the first year. Further, there is also an analysis of the relationship between the number of live births and the number of students leaving in the fifth or seventh year while they entering the high school or conservatory. The relationship between the birth-rates and primary education in Prague 10 has been demonstrated only in relation to the number of students entering the first grade, while the relation to the number of students entering to high school or conservatory was detected. On this basis, it can be concluded that the number of students in primary schools is dependent on the birth-rates in the region. In the Appendix there are samples of two reports on which basis were obtained the data for primary education in Prague 10.
